Primary Service

Grayson-Collin Electric Cooperative (GCEC) will extend its primary overhead distribution line for new service locations. Members may be required to pay aid in cost of construction for new line needed to service the location.

Permanent Residential Locations

For a permanent residential service location, the member will be required to pay, in advance of construction, 75% of the total cost of the construction of the new line extension after an allowance for a portion of the cost. A member can only have 1 permanent residence and is allowed only 1 allowance for cost of construction. This allowance is set by the Board of Directors from time to time and is subject to change. Please contact GCEC for current allowances.

Non-Permanent Locations

For all non-permanent residential service locations, the member will be required to pay, in advance of construction, 100% of all construction costs. There is no allowance for the cost of construction to a non-permanent residential service location. Examples of non-permanent service locations are barns, shops, wells, garages, and locations considered commercial in nature.

Commercial Service & Developments

GCEC will extend primary distribution line for commercial service, subdivisions, and residential or commercial land developments. Construction costs are based on the nature of the development. Please contact GCEC to get the conversation started.

Costs

Construction costs are based on GCEC’s adjusted unit cost of construction for the most recent calendar year. Typically, underground construction is more costly than overhead construction.

We ask that you understand that construction costs are very liquid and there are a variety of factors that influence the cost of power line material used by the Cooperative. Additionally, there are very seldom 2 construction jobs that are exactly the same. The terrain of the location often plays a major role in determining the construction methods, location on the property and the cost of construction. We are unable to quote a cost of construction over the phone or even at the initial meeting between Cooperative Representatives and the Member. All cost estimates will be furnished a few days after the initial meeting for staking the position of power poles or underground facilities.

Secondary Service

GCEC will provide overhead or underground electric service facilities to carry secondary voltage to the meter loop. A secondary service cannot exceed 175 feet when measuring the ground from the transformer to the meter loop.

There is no cost for secondary electric service to a permanent residence, either underground or overhead. A member can only have 1 permanent residence and is allowed only 1 allowance for cost of construction.

The member must pay contribution in aid of construction if the structure is a non-permanent residence. Examples of non-permanent service locations are barns, shops, wells, garages, and locations considered commercial in nature.

Line Extension Policy

GCEC extends distribution facilities to members in accordance with the line extension provisions classified by the predominant type of electric service need anticipated on the member’s premises. GCEC evaluates the type of installation and intended use to classify the location. If a location is incorrectly classified based on the member’s actual use of the installation, GCEC may adjust the classification and apply applicable updates to the member’s account or billing.

Permanent Single-Family Residence

The Cooperative will construct a new extension of its overhead distribution system to serve a permanent single-family residence under the following provisions:

Applicability

To qualify as an extension to a permanent single-family residence, the location where the member is requesting service shall:

  • be a permanent installation
  • be a single-family dwelling unit not combined with or attached to other residential units
  • if located within a subdivision, the developer must have complied with the subdivision line extension policy of the Cooperative and paid all aid to construction required therein.

Point of Delivery

The Cooperative extends its electric facilities only to the point of delivery. The member shall install and be solely responsible for wiring of the installation and all service entrance wiring through the weather head and the meter base to the member’s main disconnect switch or service center.

Facilities Charge

The Cooperative will construct an extension of its distribution system to the member’s point of delivery for a permanent installation, which is used as a permanent residence and occupied by the owner full time. The Board may set an allowance for construction costs that will not be charged to the member. Member shall be responsible for all construction costs in excess of the allowance and shall pay in advance as aid-to-construction 75% of all construction costs in excess of the allowance. Construction costs shall be based on the Cooperative’s adjusted unit cost for the most recent calendar year.

For three-phase primary service extensions, the member shall be required to pay in advance as aid-to-construction all of the construction costs, based on the Cooperative’s adjusted unit cost for the most recent calendar year.

All amounts paid to the Cooperative for construction are non-refundable.

Contract Term

The Cooperative may require the member to sign an Electric Service Agreement for a term of up to 5 years.

Non-Permanent Residence

The Cooperative will construct a new extension of its overhead distribution system to serve a non-permanent residence under the following provisions:

Applicability

To qualify as an extension to a non-permanent residence, the location where the member is requesting service shall be a dwelling unit not qualifying as a permanent installation.

Point of Delivery

The Cooperative extends its electric facilities only to the point of delivery. The member shall install and be solely responsible for wiring of the installation and all service entrance wiring through the weather head and the meter base to the member’s main disconnect switch or service center.

Facilities Charge

The member shall be required to pay in advance as aid to construction the actual cost of all construction. Actual cost shall mean the total cost of all construction including not only the labor and materials used in constructing the extension; but also engineering, right of way acquisition and clearing, and all other costs directly attributable to the extension. The Cooperative shall estimate the actual cost in excess of the Cooperative’s obligation and the member shall pay such estimate prior to commencement of construction. After completion of construction, the Cooperative shall compare the actual cost incurred with the estimate paid by the member. If the actual cost incurred, less the Cooperative’s obligation, is greater or less than the amount estimated by $50, the Cooperative shall adjust the member’s account billing.

All amounts paid to the Cooperative for construction shall be non-refundable.

Contract Term

The Cooperative may require the member to sign an Electric Service Agreement for a term of up to 1 year.

Commercial & Industrial Installations

The Cooperative shall construct a new extension of its overhead distribution system to serve commercial and industrial installations under the following provisions:

Applicability

To qualify as an extension to commercial and industrial installations, the location where the member is requesting service shall:

  • be a permanent installation
  • be used predominantly for commercial and industrial purposes. Multi-family dwellings, including but not limited to apartments, motels, condominiums, and duplexes shall be included.

Point of Delivery

The Cooperative extends its electric facilities only to the point of delivery. The member shall install and be solely responsible for wiring of the installation and all service entrance wiring through the weather head and the meter base to the member's main disconnect switch or service center.

Facilities Charge

The member shall be required to pay in advance as aid to construction the actual cost of all construction. Actual cost shall mean the total cost of all construction, including not only the labor and materials used in constructing the extension but also engineering, right of way acquisition and clearing, and all other costs directly attributable to the extension. The Cooperative shall estimate the actual cost in excess of the Cooperative’s obligation and the member shall pay such estimate prior to commencement of construction. After completion of construction, the Cooperative shall compare the actual cost incurred with the estimate paid by the member/consumer. If the actual cost incurred, less the Cooperative’s obligation, is greater or less than the amount estimated by $50 then the Cooperative shall adjust the member's account or billing.

All amounts paid to the Cooperative for construction shall be non-refundable.

Contract Term

The Cooperative may require the member/consumer to sign an Electric Service Agreement for a term of up to 5 years.

Temporary Service

The Cooperative will construct an extension of its overhead distribution system for the purpose of providing temporary service (e.g. interim construction power for construction of a residence or business). The contractor or other person desiring temporary service shall be required to pay in advance as aid to construction the actual cost of all construction and removal, less estimated salvage value.

Subdivision Development

A subdivision developer shall be required to pay in advance as aid to construction the cost of constructing all main primary voltage distribution feeders located within the subdivision. Construction costs shall be based on the Cooperative’s adjusted cost for the most recent calendar year.

Applicants who require facilities to serve more than one meter shall provide the Cooperative a plat map of the area for which the applicant seeks service and estimate the total number of meters which will ultimately be utilized in such area.

Ownership of Distribution Facilities

The Cooperative shall retain the ownership of all material and facilities installed by the Cooperative for the distribution of electric energy, whether or not any amount may have been paid as a contribution in aid to construction by the member or subdivision developer. All lines and facilities constructed or installed by the Cooperative are the property of the Cooperative.

Deferred Payment Plan

The Cooperative may, at its option, enter into a deferred payment plan with a member for all or a portion of any amount required to be paid as aid to construction.

Underground Extensions

The member is required to pay the following charges for underground extensions:

  • Secondary: 75% of total construction costs, if the underground service is being provided to any installation other than a permanent residence as defined in Section 305.2 of this Tariff.
  • Primary Voltage: 75% of all cost of construction based on the Cooperative’s adjusted standard unit cost for the most recent calendar year.
Special Circumstances

Any situation involving special circumstances, including mobile home parks, not specifically covered by this policy will require special consideration and approval by the manager. Extensions will be designed to recover actual cost.
